CONCLUSIONS. Colombia as a democratic, social law, it invites us to take the space, and now during the elections for mayors, governors, councils, JAL in October 2011, opened the discussion of the role of parties politicians and citizens with assertive communication, community organization and a political culture with a sense of community, that contributes to the democratic governance and the qualifications of social and political actors in the region towards participatory democracy.
