SOME CONTRIBUTIONS TO "THINK THE POLICY." STUDY VISIT TO SWEDEN, UNDER THE INTERNATIONAL SEMINAR ON DEMOCRATIC GOVERNANCE

"THINKING POLITICS"

A PURPOSE OF THE STUDY VISIT TO SWEDEN, UNDER THE INTERNATIONAL SEMINAR ON DEMOCRATIC GOVERNANCE. Party for Democracy, PPD, CHILE, OLOF PALME-Socialdemokraterne, University of Ibague, PEACE AND DEVELOPMENT CORPORATION Tolima TOLIPAZ. 2008-2010

The greatest punishment for those not interested in politics is to be governed by people who themselves are interested. Arnold Joseph

not be able to abuse power, that power must control the power. Charles De Secondat

I will not repeat the title of this writing, which added, although I think that goes without saying, is to assume citizenship as a matter of majority, is "to be" citizens "self-critical, find a participatory ideal, the delight of the issues" public. " Socialize

here some practical experiences during my study visit to the Party for Democracy, PPD, Chile, 2008, and Swedish Social Democracy, 2010, and transcend the neighborhood chatter, or the oversight of store, you enjoy it "public" and demanding to know on the public agenda of political, social, trade union, the recognition of ideological diversity, through public debate and participation in a political community into an ethical commitment that involves social responsibility, of so-called "civic ethics", that leads towards international citizenship, critical, reflective, in that States participate as such in the search for unity American. Same

is of interest to the Academy and their research, undergraduates and graduates, on the citizen participation, raising the quality of the arguments of public debate, university programs such as philosophy, law, political science, psychology, economics, social communication, and the like, would be the "educators for democracy as a synonym for "quality argumentative, critical debate, rational deliberation. Similarly

enrichment capacity to interact in Swedish and Chilean politicians, defending the democratic value of Socratic citizenship, students, educational institutions and academics as well as citizens, learn to think critically in a Socratic . This is not to copy or adopt foreign models, but to exchange experiences as possible to find common patterns of civic participation, human rights and social justice and encourage the renewal of political work, both in theory and in practice. Are some of the objectives of this project.

required a new generation of leaders with political education and democratic principles of coexistence. Dare to "think different" as an opportunity to express the difference, other forms exist, conditions for democratic coexistence. is "living democracy." is the imperative.

Here are some guidelines to take into account in government programs and public agendas, some contributions "restore credibility in politics and political parties"

1. SOCIALIZATION OF LEARNING EVENTS IN SWEDEN, TO THINK OR APPLY IN LOCAL

1.2. The welfare state model, to promote actions of social control and oversight of public resources, learn from the Swedish government transparency, the right to investigate those in power. Transparency as a fundamental pillar of democracy in Latin America, and our country to be considered for the upcoming elections, citizens tired of the high levels of corruption and patronage in their territories, the scandals arising in relations between the illicit and policy and of poor publicity and "honesty" in government procurement, transparency is an important area for candidates and the local government and restore the confidence of the electorate.

1.3. In addition to this, promoting a culture of paying taxes in the region, the experience feedback from Swedish tax system because tax burden provide benefits such as education, health care, pension, health seniors, social services, child care and other social security systems financed through taxation.

1.4. A good example, the opening of the Swedish socialist ethic that promotes an egalitarian society where equality is applied and gender equality, very interesting to see how, in parliament "Riksdag" Sweden has a "world record", "47 percent" whose deputies elected were women.

1.5. Promote in our country and the region, the democratic governance, participatory democracy, freedom of expression, bearing responsibility, the discussion, consultation and public opinion and influence on the public agendas of those in power on issues local governance and decision-making, with the effective participation of political parties and civil society, feeding with the history of Sweden, which promotes political commitment of its citizens through popular movements, Organization of Women, Social Youth, SSU, Broderskap Christian Movement, unions and the Central Workers Union, women's movement, athletic organizations.

1.6. The commitment to replicate within our organizations and party political experience in Sweden and in particular the Social Democrats, since the inter-agency and responsibility in education in democratic values, participatory citizenship and human rights, as these have also been built in Sweden in all areas of Swedish foreign policy, security policy, development aid, migration policy, politics environmental and trade policy.

1.7. Put emphasis on educating new generations on the rights of children, the rights of women and sexual minorities, cultural diversity, respect and care for the environment, as in Sweden, human rights are highly respected and protected.

1.8. Encourage popular movements, physical and symbolic space for dialogical resolution of armed conflict in Colombia, to learn from Swedish neutrality, "combat summary executions and arbitrary arrests." The issue of support in Sweden to the UN resolution regarding summary executions, extrajudicial and arbitrary, that lead to joint efforts with cooperation to take action to bring international attention to the internal armed conflict in Colombia.

1.9. The issue of assistance to the elderly, is another example to follow, where health and social services for the elderly are an important part of the Swedish welfare policy. As a member of group 2 met the nursing home "Skolörten." The lesson is that the majority of elderly care is financed by municipal revenues and government subsidies, there is freedom of choice, the older adult to receive assistance from public or private entity, whether at home or in housing Special as in "Hässelby Gård. According to data of 9.3 million people in the country, 18% have passed the age of 65 years and retired. Sweden invests in its older citizens a percentage of gross domestic product than any other country in the world.

1.10. On the issue of education in Sweden and through our visit to the basic school Maltesholm in Hässelby Gård, it is confirmed that the school system is involved in issues such as immigration and integration, and that the education system applies equal treatment throughout the world and Swedish law stipulates that all children should have equal access to education, irrespective of their gender, residence or socioeconomic factors, an example to incorporate into local education policy and regional levels in Colombia, where basic education against our country is one that has the largest enrollment rates in the region, according to Paula Razquin study, researcher at the Organization of the United Nations Educational, Scientific and Cultural Organization (Unesco) and expert in international education policies are more than 413,000 children without access to basic primary our country.
1.11. Visit to the nursery school Gröna Katten, let me experience that from pre-school stage, the Swedes are encouraged to think for themselves. An issue that must be involved socially through social organizations, our educational institutions is the development of thinking, improving students' understanding of democracy and promote basic educational values, and to help educate students as citizens democratically compromised.

1.12. This is proposed as a strategy to overcome the concept of education in Colombia, as the simple act of covering the entire national population in elementary and middle levels, regardless of quality as an essential element of any educational process also overcome the serious lack of promotion by the state on higher education, so that only a minority of the population has access to college.

2. MAJOR CHALLENGES DETECTED A PERSONAL LEVEL AND COMPARING YOUR ORGANIZATION AND SWEDISH REALITY OF-CHILE COLOMBIA

2.1. Of the main challenges in favor, is to overcome the presence of excessive personalism in political representation. That is, political parties, rather than being militant organizations around ideas and programs have been groups that revolve around personalities, "chiefdoms" and individual leadership. It is about making an exchange, debate and densification of social networks, to contribute to regional integration and closer cooperation in the layer of political leaders. Asking about the Political Reform of 2003 some new rules for renewing the exercise of representative democracy in Colombia and step increase public confidence in major institutions of political representation. It's about learning of Swedish, which parliamentarians are on equal footing as any other citizen.

2.2. And also practiced in Chile (2008), the process of transition from dictatorship to democracy, as part of its history, and what they have lived since 1989, time of the first of a process of democratic governance from the grassroots of society is an experience that makes us challenge for our organizations and strengthen our political training school in teaching and pedagogy of teaching and citizenship education human rights. Consider training for many young tool "knowledge" that facilitate participation. And strengthen social relationships and alternative ways of dispute resolution from mediation and peaceful conflict resolution.

2.3. "(...) the best way of doing politics is teaching them to be credible. " From our visit in Stockholm to the district" Farsta "met the cultural work with adolescents and young people called" Tuben ", a youth identity construction, which strengthen capacities and skills around the picture , music, singing, contemporary dance and other activities that contribute to integration among their peers and psycho-social counseling teenage parents and young consumers of drugs, alcohol, smoking. Professional advice to improve their quality of life and intergenerational integration, assuming the participation of youth in conditions of equality, equity and justice.

2.4. Propose various institutions, within political parties in Colombia and their congressmen, agreements on improving relations with citizens, amending old practices that are impeding the development of this representativeness, fragmentation and dispersion of political parties and their programmatic weakness, lack of discipline in favor of its members and with the great result you should move to change, lack of collective and organized public corporations, as mentioned by the virtual course study of youth political participation in Colombia, Ocasa Corporation, the Foundation Konrad Adenauer and advanced portal, 2010.

2.5. Accordingly, to the new generations provide non-formal education, giving young people organized an assessment of the impact and the work of political parties in Colombia's democracy. Identifying strengths and weaknesses on the strengthening of democracy and state building. It should be stressed that youth should be a main topic on the agenda for 2011, the new governor and local mayors, decentralize the issue of youth in a single office or unit that has multiple functions and is limited to formulate, implement monitor and evaluate projects, to further processes, feedback, resize and rebuild projects designed for young people to build capacity to contribute to the agency, autonomy and welfare.

2.6. Another challenge is to feed back to the Swedish experience, the generation of strategies to promote young people and a culture of respect, protection and preservation of the environment, with an awareness of nature to respect and preserve our natural environment and as the material basis of human development processes, it is necessary to manage, as a community project, natural living environment, social environment of the human community, a space for solidarity and democratic life.

2.7. A level CONSCIOUS of the organization and mayoral and gubernatorial elections in 2011, we intend, "here between tod @ s" to elect better candidates, and the need for increased efforts to control public officials who represent the party, strengthening benches discipline, development of processes for the election of candidates where meritocracy plays a central role. Demand from young people that political parties take responsibility for choosing candidates and the errors, and sometimes crimes committed by public officials.

2.8. The challenge is to strengthen knowledge in languages of the Latin American participants to benefit from the exchange cultural.

2.9. A nievel depth studies taught in Chile and Sweden, to provide feedback to the Colombian reality.

2.10. Strengthen my professional learning through the different opportunities that Europe offers me to major in political practice in personal and family.

2.11. Consider new ways of doing politics, renewed, inclusive and open, with a view to strengthening the practice of good governance from the local.

2.12. It is a challenge to implement personal and collective, systematic planning and research, for feedback on lessons learned in implementing of different social and political processes at local and regional in my country.

CONCLUSIONS.

Colombia as a democratic, social law, it invites us to take the space, and now during the elections for mayors, governors, councils, JAL in October 2011, opened the discussion of the role of parties politicians and citizens with assertive communication, community organization and a political culture with a sense of community, that contributes to the democratic governance and the qualifications of social and political actors in the region towards participatory democracy.

While attempts to incorporate and socialize, have learned through personal level in grassroots organizations such as community action boards - JAC, and NGOs in social and non-profit organization, which through its board of directors I endorsed in my participation in this international project and the commitment of replication of these experiences within these organizations, it requires political will to strengthen its power through the impact on local and regional public policy. Also
being part of movements, regional platforms like the youth of the Department of Tolima, facing the National Youth Festival, where Youth from different parties political and youth organizations participated in the IX process for national youth festival "Youth" is the bicentennial "(2000 youth in the country) participated, representing the Tolima, on several axes, environment, youth culture and identity through in different presentations and the axis: social, political and construction of the public, as a result providing a final declaration on the issue of youth for national development plan, the current government. This statement is supported by the thematic rapporteurs, sectoral agendas and meeting areas.

These and other well-focused areas strengthened in young people's sense of justice and a firm commitment to change things. It is important to try and encourage synergies across countries, the international cooperation the exchange of successful experiences about democracy and engage and motivate young people to be oriented spaces enhance the capabilities of citizens in defense of common values such as democracy, justice, freedom, respect for self-determination of peoples, peace, decent living conditions, human rights, social equality, solidarity, environmental protection and production values, culture and American identity. Examples such as the Latin American Youth Forum which is a international organization formed in turn by national platforms and international youth organizations throughout Latin America.

Consistent is also to influence the program and government agendas of different political parties. Continue the process of exchange of experiences as possible to find common patterns of citizen participation, human rights and social justice, as stated by the project tripartite democratic governance. Joining forces with an important synergistic effects of Swedish-Chilean cooperation in countries like Colombia towards meeting the Millennium Development Goals, "That during the Millennium Summit it signed the Millennium Declaration which commits countries to achieve the MDGs, and some country-specific goals, in 2015. " Goal 8: Develop a global partnership for development. Colombia reaffirmed its commitment to the MDGs through the document Social Conpes 91 of 2005 Goals and Strategies of Colombia for the achievement of the Millennium Development Goals.

Finally and as a citizen of the province of Tolima, the municipality of Melgar, Colombia, the experience of being part of project training triangular Sweden-Chile-Colombia Democratic Governance ,2008-2010, and synergistically stimulate fertilization between different political actors in Latin America and Europe, is pursuing the objectives of the project and in my opinion, are performed to study Chile's democratic models and the Swedish model of welfare state. Learning that we should encourage and commit to renewing the political work of our country. Beyond the concept, it is to implement it, as the Swedish welfare state has been presented as the most successful example of "third way" the middle way between capitalism and socialism, a system that in practice, get the higher indicators of welfare and equality of its citizens, without giving up capitalism. And it is precisely the set of public institutions social service providers, aimed at improving living conditions and promote equal opportunities for its citizens, which define a welfare state
also be necessary to examine the processes of coordination, and ensure the democratic character of the global civil society, the political community and the State, especially a company with "character" it is the character of the people who compose it, the character of their organizations, the character of a people from a citizen-citizen ethics worried community to which I belong is fair and the commitment to human rights and participatory democracy.
